Basically it goes:

1pt per dual unless it is a dual invite.
2pts for a double dual/tri
2pts for a quad, if it is run in a four man bracket or no more than two matches
3pts for a normal invite that lasts less than a day. Dual invites are also three but can't wrestle more than 5 teams
4pts for a two day tourney.

Each school has 30 points to use before districts. No individual can wrestle in more than 30 points worth of competitions if they wrestle both a varsity and jv schedule. Thats it in a nutshell.

Nebraska kids are lucky to get 30 matches in a season (I know some get 40) while some states get close to 75-80 matches. Do the states that get almost 80 matches have point totals too?

The most matches a wrestler in Nebraska could get is 50 during the regular season. That would be going to 10 dual invites or pool invites like louisville. I suppose if a school gets that schedule (unlikely), then a kid could get 60 matches in a year if they place 3rd or 4th at districts and at state. Highly unlikely. 35-40 matches is more typical for a wrestler that makes it to state.
